The Chèque-Service Accueil (CSA) is changing in 2027, with better financial support for parents' childcare costs.
See what's changing
Starting January 2027, the way the Chèque-Service Accueil works is changing across all childcare and education facilities in Luxembourg
At Rockids, we are following this reform closely so we can guide you through it with confidence and answer any question you may have.
The Luxembourg government wants to make the system easier, more transparent, and fairer for families, while investing in the long-term quality of childcare
The new rules are designed to harmonise billing across facilities, match it more closely to each child’s actual needs, ease the financial burden on families, and guarantee a childcare place for every child who needs one by 2030.
The reform applies to every approved facility taking part in the CSA, whether private or public, and therefore to every family that benefits from it. All Rockids crèches and daycare centres are approved by the Ministry of Education as CSA providers.
This means families can use their Chèque-Service Accueil across our entire network and benefit from reduced childcare rates.
The aim, more individual attention for every child, and an even more attentive presence day to day.
The State’s contribution was raised to €7 per hour, per child on 1 January 2026. The State’s contribution towards meals is set to rise from €4.50 to €7 per meal.
Your own contribution continues to be calculated according to the CSA scale, based on your household income and your child’s position in the family.
Billing will be based on the hours your child is enrolled for, rather than on a fixed package of hours, and with no additional charges applied.
€7 per hour
up to €7 per hour
tailored to your household income
From January 2027, the childcare rate at Rockids will be €7 per hour, with meals charged at €7.
This pricing is aligned with the maximum contribution available under the Chèque-Service Accueil (CSA), which means there will no longer be any charge above €7 per hour.
The amount parents actually pay is still determined by their family situation, their income and the contract they choose, in line with the CSA rules.
Booking methods are also evolving, with more flexibility for families:
• Time slots organised in blocks of 1 to 2 hours ;
• A minimum enrollment of 16 hours per week in crèches;
• A minimum enrollment of 8 hours per week in a day-care centers;
• A flexible booking period, from month to semester, depending on facilities.
At Rockids, we encourage families to bring their child in on a regular basis in order to promote the well-being of their children. Coming in regularly helps them settle into familiar routines, build relationships with the other children and with our team, and feel more at ease in their daily life at the centre.
Billing will now be based on registration hours, at no extra charge, with the option to adjust your needs monthly or semi-annually.
The way we bill is changing, but our commitment to your child remains exactly the same.
With the reform, Rockids is aligning with the pricing conditions and booking options that apply across all facilities taking part in the CSA scheme.
There is nothing for you to do at this stage. We will come back to you directly through your centre manager to help you adapt your contract.
The new arrangements will apply to your enrolment from January 2027. Our team is happy to talk you through availability and support you with your request.
Yes, every family receiving the Chèque-Service Accueil is affected.
Depending on your situation, some administrative adjustments may be needed. If you are already a Rockids family, your centre manager will come back to you directly. If you are looking for a place, the new arrangements will apply to your enrolment from January 2027.
16 hours per week in our crèches and 8 hours per week in our daycare centres, organised in slots of 1 to 2 hours.
That said, we remain attentive to each family’s needs and circumstances. Any special situation can be discussed with our team so we can look for the most suitable solution, within the capacity of the centre.
Once your contract is in place, you can book your child’s days for a set period. Depending on the centre, this booking period may be one month or one semester. As the end of the period approaches, you will be invited to make a new booking to plan your child’s next days of attendance. Our teams will explain how it works at the centre you choose.
No, quite the opposite. The Chèque-Service Accueil (CSA) is being maintained and its financial support for parents will be strengthened. Today, parents’ contributions are already calculated partly on the basis of household income. With the reform, the scale will become more favourable for families on lower incomes: depending on their situation, more hours may be covered by the State, and for some households childcare may be covered in full.
Our teams are happy to help you understand what these changes will mean in practice for your family.
No. The Chèque-Service Accueil cannot be used by a parent on full-time parental leave, as the scheme is designed to support families with a genuine childcare need, so they can balance work and family life.
